Default 600M Battery Diagnosis: What Does it Mean?

Asked this in Dell's forums, but received a vague reply that it MIGHT
be the battery. What I would like is another opinion on whether the
issue is the motherboard or battery. Thanks.

What happened:
No battery issues until I tried to recharge the battery
overseas(England). Ever since then, the battery does not work at all
and I get the 4-red/1green flashing led's with the battery and AC
adapter hooked to the unit.

Tried:
Removing the battery going into bios checking no battery
shutting down reinstalling battery.

On the setup screen page I get:

Battery #1 - 100% Charged
Battery Status - Charging


1. If I do the battery check by hitting the battery icon 1 time, I
get:

LED's 1,3,5 flashing 4 times in a row.


2. If I check the battery health by holding the battery icon for 3
seconds, I get:

The same LED's 1,3,5 flashing when I am holding the button. After the
3 seconds, all 5 LED's will flash 1 time.


Does this help me determine whether the issue is the motherboard or
battery? Strange because the LED's seem to indicate a battery issue,
while the setup screen says the battery is 100% charged. I am
confused. Does this test mean that I have 60% battery capacity at
most? If so shouldn't the 600m at least power up?
